Die Praxis im Fokus der Lieferkettenkonferenz 2023
Auf der mittlerweile dritten Lieferkettenkonferenz der Stiftung Arbeit und Umwelt der IGBCE, diesmal gemeinsam mit der Hans-Böckler-Stiftung, lag der Fokus auf der Praxis: Wie wird das neue Sorgfaltspflichten-Gesetz seit dem 01. Januar 2023 konkret vor Ort implementiert? Wo gibt es noch Handlungsbedarf? Wo noch Fallstricke?
In insgesamt neun einzelnen Vorträgen und Panels diskutierten insgesamt 18 Praktiker*innen aus Unternehmen, Mitbestimmungsgremien und Gewerkschaften mit Forscher*innen Anforderungen an verantwortliches Wirtschaften weltweit – nicht nur im Hinblick auf das Lieferkettensorgfaltspflichtengesetz (LkSG), sondern auch bezogen auf weitere Handlungsfelder für Akteur*innen in der Mitbestimmung. So standen in den unterschiedlichen Sessions unter anderem auch globale Rahmenvereinbarungen, die Corporate Sustainability Reporting Directive und digitale Beschwerdetools im Fokus (Link zum Programm).
Das Abschlusspanel lud dann zu einer politischen Einordnung ein: Alexander Bercht (Mitglied des geschäftsführenden Hauptvorstands der IGBCE), Dr. Bärbel Kofler MdB (Parlamentarische Staatssekretärin im BMZ), Torsten Safarik (Präsident des BAFA) und Isabelle Schömann (stellvertretende Generalsekretärin des Europäischen Gewerkschaftsbunds) gingen auf die to-dos für Gewerkschaften, Behörden und Politik ein. Im Zentrum standen dabei Fragen der praktischen Umsetzung. Torsten Safarik ging auf die Zielsetzung des Gesetzes ein: „Unternehmen konzentrieren sich auf das Gesetz, auf die Normen – sie vergessen bloß: Was ist eigentlich das Ziel? – das Ziel ist es, die Menschenrechtslage entlang der Lieferketten zu verbessern.“ Dr. Bärbel Kofler warb daran anschließend dafür, das LkSG jetzt mit Leben zu füllen: „Die Unternehmen müssen das Gesetz ernst nehmen, nicht einfach abhaken und sagen, das Gesetz ist erfüllt.“ Isabelle Schömann stellte im Hinblick auf die gewerkschaftliche Organisierung in multinationalen Konzernen auf europäischer Ebene fest: „Es geht darum, ein Produkt nicht um jeden Preis – insbesondere nicht um den Preis schlechter Arbeitsbedingungen – herzustellen. Es geht darum, die Menschenwürde zu schützen.“ Alexander Bercht stellte die Wichtigkeit des level playing fields im Hinblick auf Unternehmen, die unterschiedlich im Fokus der Öffentlichkeit stehen, heraus: „Die Frage ist: Kommt man in allen Unternehmen zu einem gemeinsamen Standard.“ Das Podium stimmte darin überein, dass den Gewerkschaften in der Umsetzung des LkSG eine besondere Rolle zukommt und es jetzt und in Zukunft darum geht, Mittel und Wege zu finden, diese Rolle auszufüllen.
